Interim Group Chair
David Roberts: Appointed October 2025

David is a healthcare executive with more than 35 years’ experience across government, public and private sectors in the UK and internationally. His previous roles include Chief Executive of University Hospitals Coventry & Warwickshire NHS Trust, Director General of Health and Human Services in Tasmania and board member of the King Faisal Specialist Hospital & Research Centre in Saudi Arabia. He was also Global Health Industry Leader with the professional services network EY and currently holds various non-executive and chair roles.
David has contributed to a range of international health reform initiatives and continues to advise organisations on governance, digital strategy and system improvement. He has held academic and advisory appointments in the UK, Australia and the Middle East and remains active in supporting leadership development and organisational change across global health systems.
Group Chief Executive
Professor Lesley Dwyer: Appointed May 2025

Professor Lesley Dwyer was the Chief Executive of the Norfolk and Norwich University Hospitals NHS Foundation Trust from March 2024 until she was appointed to the Group CEO role. With 30 years healthcare management experience, Prof Dwyer has been the CEO of Central Adelaide Local Health Network over the last five years, the biggest health authority in South Australia with more than 18,000 staff.
She was Chief Executive of Medway NHS Foundation Trust in Kent between 2015 and 2018, where she helped lift the organisation out of quality Special Measures and into a well led “Good” rating from the Care Quality Commission.
Group Executive Directors
Jo Segasby - Group Chief Delivery Officer: Appointed May 2025

Jo Segasby has been appointed as the Group Chief Delivery Officer and Deputy Group Chief Executive of the newly formed Norfolk and Waveney University Hospitals Group. The Group Chief Delivery Officer will perform a key role in developing the structures for the new Group, managing performance and driving clinical transformation, as well as overseeing the two new hospital programmes at both the James Paget University Hospital and the Queen Elizabeth Hospital King’s Lynn.
Rob Sherwin - Group Chief Medical Officer: Appointed December 2025

A Consultant Obstetrician and Gynaecologist, Rob was previously Medical Director for Specialised Commissioning and Health and Justice in NHS England, East of England for four years. His portfolio included strategic leadership across specialised services, equity-focused commissioning and regional medical governance.
He trained in medicine at Pembroke College, Cambridge, and the Charing Cross and Westminster Medical School in London. After initial clinical posts in London, he returned to the East of England to train in Obstetrics and Gynaecology at the Rosie Maternity Hospital, Cambridge, Hinchingbrooke and West Suffolk Hospitals.
Following his PhD and completion of his subspecialty training in Urogynaecology, he was appointed Consultant Obstetrician and Gynaecologist at the Whittington Hospital in North London. During his time there, he held several leadership roles including Clinical Director for Obstetrics and Gynaecology, Director of Research and Development and Associate Medical Director with responsibility for Appraisal and Revalidation. He also served as a Specialist Advisor to the Care Quality Commission, Secondary Care Representative on Bedfordshire CCG, and National Lead for Women’s Health for the Getting it Right First Time (GIRFT) programme.
Rob subsequently worked in Auckland, New Zealand, as Director of Women’s Health at Auckland District Health Board, where he led a large multi-disciplinary team and oversaw regional and national services including maternal-fetal medicine, gynaecological oncology and community midwifery.
Rachael Cocker - Group Chief Nurse: Appointed December 2025

Rachael, who is currently Chief Nurse at Norfolk and Norwich University Hospitals, will take up her new role from 15 December on a year-long secondment and will continue her NNUH role until 5 January.
Rachael has worked at NNUH for over 30 years, commencing with her registered general nurse training in 1991 with Broadland school of nursing and she later undertook training with the University of East Anglia as a registered midwife.
Throughout her career she has held various nursing leadership roles, gaining experience across all areas of healthcare delivery within the organisation. She is committed to upholding high standards of patient care, fostering interdisciplinary collaboration and ensuring the smooth operation of nursing, midwifery and AHP services.
Marcus Thorman - Chief Finance Officer: Appointed May 2025

Marcus Thorman was appointed as Group Chief Financial Officer in March 2025. Having started in the NHS on the graduate scheme, Marcus has subsequently been a CFO in several trusts including a District General Hospital, a Specialist Trust, a Teaching Hospital and most recently within the group model at Manchester University NHS Foundation Trust.
Shane Gordon - Executive Managing Director of Norfolk and Norwich University Hospitals: Appointed December 2025

Dr Shane Gordon is Executive Managing Director of NNUH. He was previously Interim Executive MD at the James Paget for six months and, prior to that, was Director of Strategy, Research & Innovation at East Suffolk & North Essex NHS Foundation Trust (ESNEFT). He has 18 years of senior NHS management experience in transformational change, strategic and local commissioning and acute hospital leadership. He’s also Vice Chairman of the East of England Clinical Senate and a lapsed member of the Royal College of General Practitioners and a member of the Royal College of Surgeons.
Michelle Arrowsmith - Executive Managing Director for the Queen Elizabeth Hospital King’s Lynn: Appointed January 2026

Michelle brings more than 30 years of leadership experience to QEH, including her clinical background as a dietitian in the NHS and senior strategic and operational management roles with the NHS in England and with healthcare organisations in New Zealand and Australia.
Prior to becoming Chief Strategy and Delivery Officer and Deputy Chief Executive for NHS Derby and Derbyshire Integrated Care Board two years ago, Michelle spent six years in New Zealand and Australia, where she was chief executive of a health charity.
As a qualified dietitian, Michelle is passionate about the roles of allied health professionals. Before leaving England for Australia in 2016, Michelle served as chief operating officer of South Tyneside NHS Foundation Trust and as director of operations at Bolton NHS Foundation Trust.
Jonathan Gardner - Executive Managing Director for the James Paget University Hospital: Appointed January 2026

Jonathan has joined Norfolk and Waveney University Hospitals Group from Whittington Health NHS Trust. At Whittington Health, Jonathan was Chief Strategy, Digital and Improvement Officer, responsible also for neighbourhood working, communications, and corporate affairs as well as the Whittington Health Charity.
Prior to this role, he worked on cancer programmes and strategic development projects at University College London Hospitals NHS Foundation Trust. Jonathan’s previous NHS roles include operational management in specialist services at UCLH, followed by surgery and then the A&E and Medicine divisions at North Middlesex University Hospital NHS Trust. He has a varied background in both private and public sectors, having previously held several roles at the Department of Health as well as working as a management consultant and in business as a conference organiser.

Ian Walker - Interim Group Director of Governance

Ian is Interim Group Director of Governance at NWUHG and has over 20 years' NHS executive leadership experience in roles covering corporate governance, risk management, communications and legal services. He was previously Director of Corporate Affairs at Cambridge University Hospitals NHS Foundation Trust and, prior to that, Director of Corporate Affairs and Trust Secretary at Barts Health NHS Trust in East London for 14 years. Before joining the NHS, Ian worked at HM Treasury where he undertook a wide range of roles, including on health policy and funding. Ian's role at NWUGH is to lead the development of the Group arrangements for corporate governance and risk management.
Ed Prosser-Snelling - Group Digital Director: appointed September 2025

Dr Prosser-Snelling is Group Digital Director and an Obstetrics and Gynaecology Consultant who continues to work as an endometriosis surgeon. He is focused on improving the quality and accessibility of patient care through direct clinical practice and advancing digital health initiatives.
He trained in the East of England, completing his specialist training in 2018. During this time, he joined the NHS England National Medical Director’s Clinical Fellowship programme at the Royal College of Obstetricians and Gynaecologists, giving him insights into health policy and governance. He also represented the East of England on the RCOG Council.
Ed joined the Norfolk and Norwich University Hospital in 2018 as a consultant and, shortly after, became Chief Clinical Information Officer and executive lead for digital health, joining the Trust Board as a non-voting member in 2022. He’s been instrumental in building the network of clinical and digital leads across Norfolk and Waveney hospitals that was essential in driving collaborative digital transformation. As an alumnus of the NHS Digital Academy, he’s led initiatives to improve IT infrastructure, cybersecurity and clinical systems, securing both board support and national approval for a digital strategy that includes a new Electronic Patient Record system.
Non-executive Directors
William Van't Hoff - appointed December 2025

William served as a Paediatric Nephrologist (kidney specialist) at Great Ormond Street Hospital alongside several regional and national clinical and research leadership roles.
In early 2020 he was appointed Chief Executive of the National Institute for Health Research's Clinical Research Network (NIHR CRN), a role he’s now retired from having led the organisation through Covid-19 and delivering the research response to the pandemic.
Some of his earlier positions include Chair of the Joint Medicines Committee at the Royal College of Paediatrics and Child Health, NIHR National Co-Director of the Medicines for Children Research Network and NIHR Director for NHS Engagement.
Sally Collier - appointed December 2025

Sally has had an extensive career in the Civil Service, most recently as Head of Place for the Civil Service Cabinet Office in the East of England.
She was the first Chief Executive of the Crown Commercial Service from 2014-16, and worked as the Chief Regulator and Chief Executive of Ofqual, a non-ministerial department reporting to Parliament, from 2016-20.
Philip Baker - appointed December 2025

Prof Baker is the Pro-Vice-Chancellor for the Faculty of Medicine and Health Sciences at the University of East Anglia (UEA). He joined UEA in November 2024 from the University of Leicester, where he was the Pro-Vice-Chancellor, Research and Enterprise.
Jack Bowman - appointed December 2025

Jack is an accomplished and senior board level tech leader and founder with a long track record at the intersection of data, digital infrastructure and care transformation.
He has built and led multiple organisations across the UK and internationally, including platforms focused on data accuracy, consent, interoperability and safer digital pathways in both clinical and community settings.
As a founder and chief executive, he works at system level, designing data and connectivity infrastructure that improves intake, triage and access while supporting resilient, secure mission critical services. Alongside his executive roles he chairs and advises a portfolio of ventures through Oxbridge Investments and Capulet Group and other non-executive and advisory positions, bringing disciplined governance, risk and audit oversight to complex digital programmes.
His style is calm, collegiate and analytically rigorous, with a strong emphasis on public value, inclusion and measurable improvement in outcomes.
Jo Churchill - appointed December 2025

Jo’s early career was in retail, before moving to the building industry. She became a campaigner for Breakthrough Breast Cancer and was elected as a Lincolnshire County Councillor, taking an executive function and sitting on the health and wellbeing board.
She became the first female MP for Bury St Edmunds in 2015 and was re-elected in 2017 and 2019. She sat on the Women and Equalities and Environmental Audit Select Committees as well as several All Party Parliamentary Groups (APPGs) and founded the personalised medicine APPG.
In 2019, Jo was appointed Parliamentary Under Secretary of State for Prevention, Public Health and Primary Care, helping to lead the Government’s response to the Covid pandemic. Health is a life-long passion, especially using data and science to help the system function more effectively, deliver results and free-up time to care.
In 2021, Jo was appointed as Parliamentary Under Secretary of State with responsibility for Waste and Air Quality as well as Agri-Innovation and, in 2022, she became Vice-Chamberlain of the Household and a Government Whip. In November 2023, she was appointed as Minister for Employment. She did not stand for re-election in 2024.
Nikki Gray - appointed December 2025

Having graduated from the University of Birmingham with a BSc in Medical Microbiology, Nikki qualified as a chartered accountant with Ernst & Young before pursuing a career across the financial services and energy sectors. Her corporate finance role at TXU Energy (formerly Eastern Electricity) saw her leading asset acquisitions across Europe and, more latterly, working in executive roles at Aviva and Zurich Insurance. Nikki has delivered various significant transformation programmes.
Nikki is currently the Chief Operating Officer at Pikl Insurance Services Ltd, a local Insurtech. She has been a Governor at City College Norwich since 2018, where she currently sits on the Business Committee with previous roles on both the Curriculum & Standards Committee and the Audit Committee.
Stephen Javes - appointed December 2025

Stephen was Chief Executive of the Orwell Housing Group for 27 years until September 2018, setting strategy, policy and the tone of the business. His oversight sought to ensure that solutions were found to care for people in an ever more challenging world and with an ageing population. Stephen brings a range of skills and a wealth of experience into this non-executive role having served on many private and public boards, and is the current Chair of the Lowestoft Places Board.
Roles and responsibilities
The Chairman and Chief Executive share the Group’s leadership:
The Chairman’s role is to lead the Board of Directors, making sure it effectively governs the Group.
The Chief Executive’s role is to lead the executive in delivering the strategy and managing operational delivery. The Chief Executive is also the Officer accountable to Parliament.
The role of the non-executive directors is to:
- Bring a range of varied perspectives and experiences to strategy development and decision-making
- Ensure effective management arrangements and an effective management team is in place
- Operational responsibility is delegated to the executive, while non-executives have the role of holding the executive to account for performance.
The role of executive directors is to:
- Share collective responsibility with the non-executive directors as part of a unified board
- Shape and deliver the strategy and operational performance in line with the Group’s strategic aims.
