New Strategic Programme Director for the integrated New Hospital Programme in the Norfolk & Waveney University Hospitals Group

Martin John has joined the Norfolk & Waveney University Hospitals Group as Strategic Programme Director, and will lead the development and delivery of the Group’s integrated New Hospitals Programme.

Martin is an MBA and graduate of the Major Projects Leadership Academy.  He has worked in a variety of roles in government – from Asylum & Immigration to Social Security – working both in policy and operations as well as projects. For a number of years, Martin’s delivery focus was in Harlow in Essex, leading the UK Health Security Agency Science Hub Programme – to create a world-class science campus – and then in 2024 moving from Civil Service to re-mobilise the new hospital agenda for Princess Alexandra Hospital Trust.

Prior to joining what was then Public Health England in 2019 Martin led the Public Services team for the Infrastructure and Projects Authority, assuring and supporting major project and programme delivery across government but principally in Health and Education.

Before joining the Cabinet Office, Martin led programme governance and assurance for the Ministry of Justice probation reforms.  For four years from 2008 Martin was Public Guardian and Chief Executive of the Office of the Public Guardian (OPG), championing the Mental Capacity Act and leading OPG’s relocation and digital transformation.

Martin brings his experience to the Group’s New Hospital Programme and will lead the delivery of the new hospital schemes for James Paget University Hospital and Queen Elizabeth Hospital Kings Lynn.
